Oversight Body for Surveillance and Investigatory Powers under the Investigatory Powers Act 2016

1. Oversight Authority

The Investigatory Powers Commissioner’s Office (IPCO) is responsible for overseeing the use of investigatory powers by intelligence agencies, police forces, and other public authorities under the Investigatory Powers Act 2016. It ensures that powers such as surveillance, interception and data collection are used lawfully, proportionately and in compliance with human rights standards.

2. When to Complain to IPCO

  • If you believe your communications (calls, emails, devices) were unlawfully intercepted.
  • If you suspect covert surveillance or data collection without legal basis.
  • If a public body has misused investigatory powers against you.

3. How to Raise a Concern

  • Complaints must be made to the Investigatory Powers Tribunal (IPT), not directly to IPCO.
  • IPCO conducts audits and inspections but the IPT is the only body that can issue a legal ruling on individual complaints.
